California: Prop 37 $25B Down Payment Loans

There’s an exciting new development on the horizon for California homebuyers: a proposed ballot measure introducing a $25 billion bond-backed loan program. This initiative is designed to help residents cover up to about 17% of a down payment when purchasing a new home, making the path to homeownership more accessible—especially for first-time buyers. Buyers would still need to bring around 3% of the purchase price to the table, and a traditional mortgage would handle the remaining 80%. To put this in perspective, the average buyer in Sacramento County might only need to save about $16,000, while those looking in San Francisco would need around $42,000. These loans would be available exclusively for new homes from qualifying builders, aiming to support renters on their journey to ownership and boost middle-class housing options across California. While no formal opposition was filed for the voters’ guide, it’s worth noting that one state lawmaker raised concerns about borrower challenges and building requirements. As someone who’s spent over a decade helping buyers navigate the ins and outs of our unique California markets—especially those with rural or specialized needs—I’m always watching for programs like this that could make a real difference for my clients. If you’re considering a move or have questions about opportunities like this in the High Desert, Mountain Communities, or beyond, I’m here to help you make sense of your options.
